It was also decided that if no settlement comes in-between, the JCA will be re-launching the programme of agitation immediately."

Regarding promotion to ACIT
"The proposal for 180 promotions in the cadre of ACIT against the vacancies of the R.Y. 2014-15 has been sent to the UPSC. The objections raised by the UPSC in the said proposal are addressed and the proposal was finally been accepted by the UPSC on 23-11-2015. The verdict of the Court Case pending before the Ernakulam CAT is expected to be pronounced by the end of this week and the UPSC is supposed to give the date of DPC after that."
Regarding promotions of all ITOs upto 30.04.2004
The JCA proposed to promote all eligible persons promoted as ITOs till 30-04-2004 to the cadre of ACIT vide DPCs of R.Y.s 2013-14, 2014-15, 2015-16 & 2016-17 and submitted a calculation of around 650 vacancies required for that. The CBDT accepted the proposal and has prepared a note to be submitted to the Revenue secretary by the end of this week.
The JCA took up the issue of left-out vacancies of the R.Y. 2013-14 again and requested the Revenue Secretary, GOI, vide its letter dated 17-11-2015, for removal of stagnation of ITOs in the following manner:

Also, the number of additional vacancies required to promote these officers who became ITO in the year 2004-05 is not much.
- If, on line with your direction, some additional promotions in the ACIT cadre are given in the R.Y. 2013-14 also, the year in which the Cadre-restructuring was implemented, our members will have the opportunity to be upgraded in the cadre of Addl.CIT (NFSG) at the end of their career.
We would like to request your goodself to consider the above-mentioned issues which will help our members a long-way in regard to the removal of stagnation and normal career prospect.”

What about the regularisation of 3600 daily wagers working in department in years Probably Jca attain it's main aim and now the issue of daily wagers is not so important for Jca. Cbdt letter dated 16/10/2015 and 23/11/2015 seems that the ray of hope that Jca shows earlier is now lost.......
Daily wage earners came through back door which is illegal. All the recruitments should me made through open competition and Quota as per rules should be followed in that recruitment process. These daily wage earners are appointed by illegal means and now requesting to regularize. How it should be?
WHETHER CAT ERNAKULAM JUDGEMENT IS DELIVERED? IF NO WHEN IT IS EXPECTED?
Heard than ERNACULAM CAT case is not in cause list. DPC process for ITO to ACIT and Promotions are bound to delay extraordinarily. Nothing is in sight. Hardly any chances to fulfill Assurances given by CBDT. Big disappointment.
The JCA may clarify that the reservation in promotion, if any, followed for SC/ST candidates as per DOPT instructions in all regions?
Please don't argue for daily wage employees, who are actually back door entries. Plse make all the selection through SSC only.

If the DPC is linked with Ernaculam CAT judgement than why this exercise of agitation, strike and than suspension of agitation was undertaken by our prudent leaders, what if the Ernculam CAT decision involve some big exercise of implementation of NRP or revision of seniority involving some other issue, and till than another CAT will grant stay on DPC, this is never ending process. If our leaders and CBDT realy want to effect the promotions they should impress upon the UPSC to immediately conduct the DPC subject to the revision of seniority according to the court judgements.The CHQ should imagine the situation in BGM at Gohati and should think how they will face the members if they failed to got conduct even a single DPC IN THEIR TENURE.

There is stay on conducting DPC for ITO to ACIT from ERNAKULAM CAT. So DPC is not possible unless stat is vacated. I think in worst case ERNAKULAM CAT may direct to revise all india ITO seniority as per revised seniority list issued by CCIT Kerala. Idont think CAT may go beyond that as jurisdiction may not permit them. So there could be little change in existing seniority list and expect not much time to revise it before conducting of DPC for R.Y. 2014-15
Majority of daily wages workers are kith and kins of either existing employees or indirectly related to union activists. There regularisation must not be an agenda of Jca. All the recruitment would be through competitive examination. Otherwise the quality of the department will come down again.
how it is possible to revise the all india seniority list giving NRP BENEFIT TO Kerla alone peoples from other states will go in CAT and it will creat further mess.
I think order of ernakulam CAT will not create hurdle in ACIT promotion if cbdt wants because fruitless judgment delivered by CAT.

CBDT should be given the directions for Pr. CCIsT to start the process for given the regular temporary status to all the daily wages workers who are presently working in their regions as well as won the case in different Central Administrative Tribunals.

An appeal has been filed by Sh. Atul Goswami Vs MOF in CAT Delhi for the implementation of M Nagraj SC judgement reservation in promotion. Board will be clarify very soon about this because in the Chd. and Bnglr. region as per judgement reversion has been made so out come of the result will be made very soon.

You are right, JCA will extend suspension of agitation and increase the deadline of 15 dec 2015 to March 2016 for promotion of ITO to ACIT for 2014-15. In april all will go on vacation and promotion will be further delayed
JCA is not serious for promotion. It is only an excuse that promotion is not possible due to Ernaculam CAT stay. CBDT can easily vacate stay in public interest. But this will happen only when JCA put immense pressure on CBDT. and JCA is not interested in putting pressure on CBDT as the time barring collection is in sight.
JCA's letter dated 01.12.2015 addressed to Chairman is hopeless and with intention to delayed the promotions of ITO to ACIT for RY 2014-15 with specific purpose.
Why mumbai is not conducting dpc for inspector and ITO for 2015-16? Whether any stay on DPC by any court in mumbai. ITEF is sleeping in mumbai.
Because no dpc for R.Y. 2015-16 was conducted without implementing of N R Parmar and N R Parmar is still not implemented. And ITEF our ITEF knows that in 2015-16 all direct inspector will be promoted thats y ITEF is not forcing authority to conduct dpc
You are right brothers ITGOA is the main hurdle in promotion from ITO to ACIT for R.Y. 2014-15 because none of their blue eyed not like Ajai Goyal or Arvind Trivedi is present in the list of 180. They have purposely delaying the DP C for 2014-15 and making false promises to members. The S.G.is a big iier always misguided saying we will certainly get some vacancy in 2013-14 now where is the additional vacancy for 2013-14.They are more interested to get done the DOC for 2015-16 and 2016-17 at the cost of the DP C for 2014-15. as all their blue eyed boys name are in 2015-16 and 2016-17.
Ernaculam CAT is a simple excuse how the DP C for 2013-14 was held despite of several pending court cases? Simple because name of President Ajai Goyal was there

If promotion for 2014-15 do not take place upto 15-12-2015 as claimed by JCA, it will be proved that JCA is worthless organisation and leaders of JCA will lose faith of its members.
JCA postponed Dharana program infront of residence of CBDT Chairperson. Now CBDT chairperson got new job after retirement. Now it is clear why JCA leaders postponed Dharana. JCA leaders succeed in giving new job to CBDT Chairperson. what they received in lieu of that?
