As per the communication under reference, following information is obtained from ITGOA central leadership after long silence.
Major Demands and action point taken on MCM on Bengaluru.
The dossiers for the Vacancy Year 2014‐15 is to be sent to the UPSC alongwith the comments of the DoPT & DoLA immediately for the regular promotion.
The regularization of promotions for the Vacancy Year 2015‐16 is also to be taken up subsequently. The completion of deficient APARs for the Vacancy Year 2016‐17 is to be taken up on war‐footing.
The promotion for the Vacancy Year 2016‐17 may also be effected on ad‐hoc basis also if it is felt that the regular DPC will take more time.
The members of ITGOA will be asked not to appear in the proposed examination after the completion of the training programme for the newly promoted ITOs.
MSTUs to come under the Administrative control of DTRTI in place of the Pr.CCIT.
Adequate training is to be provided to the officers and officials for e‐assessment.
Current Developments
The vigilance clearance and the gradation have been asked for by the Ad‐VI section on 19‐07‐2016 for sending the proposal to the UPSC for regular promotion for the Vacancy Year 2014‐15.
ITGOA met the Chairman & Member(P), CBDT on 20‐07‐2016 demanding no training of the promotees of the 2015‐16 batch till 31‐12‐2016 and minimum displacement of this batch in the T & P, 2016. After the discussion, the Member(P), CBDT agreed to both the proposals and it had been decided that there would be no training of the promotee officers of the 2015‐16 batch till 31‐ 03‐2017.
In regard to the deficient APARs required for the ACIT promotion of Vacancy Year 2016‐17, more than 300 deficient cases are still pending as on 03‐08‐2016. The number of deficiency is likely to increase as the o/o DIT(PR, PP & OL) has just initiated the job of finding the deficiencies in those cases where the dossiers were kept by the CBDT for the promotion of R.Y. 2015‐16.

The best thing the CBDT can do is check the top dossiers of all the categories to the extent of promotion vacancies for RY 2016-17 and only in cases of those deficiencies seek for redressal. In case there are cases which need to be taken up additionally for vigilance reasons then to such extent it can be expanded as it is only ad hoc. The promotions can be effected and thereafter the rest of the deficiencies can be cured by the time regular DPC is taken up.
When are transfer n posting orders of newly promoted ACsIT expected?
The Tamil Nadu Pr.CCIT who is also having additional charge of A.P and Telengana is not at all prepared to issue the promotion of the consequential vaccancies of ITO on ad hock basis. When all other Pr.CCITs are issuing ITO promotion orders on ad hock basis, why he alone is like this. Hence it is the right time to agitate against him by the ITEF on both Tamil Nadu and A.P and Telengana immediately. Otherwise no Promotion to the aspirant ITIs will happen in near future.
It is learnt the Pr. CCIT AP & TS and Tamilnadu is going to be promoted as Board Member by September. We pray the almighty to give him strength health and wealth.

Central leaders on ITGOA should immediately ensure that adhoc promotion of ACsIT for the VY 2014-15 is REGULARISED, as REGULAR promotion will only be counted as service rendered for further promotions. At least the persons who have joined as DR Inspectors can aspire to retire as Addl.CIT(if NRP is implementation in total ) otherwise they may have to be satisfied at the most as senior most Deputy Commissioners of Incometax. We have to see what is the end product by virtue of negotiations time and again. Let us not blame each other and get into the muddy angle of negative criticism and confrontation. However, law of the land should prevail. If it does not happen the day is not far away when the Courts will be flooded with petitions for interference and it will have to be the LAST RESORT.
The headless and useless leaders of ITEF and ITGOA (JCA) of both Tamil Nadu and AP & TS do not seem to agitate against the attitude of the Pr. CCIT of Tamil Nadu fearing reprisal by him. Why these leaders are not taking up this matter with the Chairman of the CBDT. Taking into account of the welfare of the promotee aspirants and their seniority tussles at the time of promoting them as ACITT, the leaders of both TN and AP & TS should declare agitation against the Pr. CCIT of Tamil Nadu within a day or two. Will they?

ITO post is historically region wise promotion only. How can you demand all India transfer? ridiculous demand.
Nrp is finished rajeev mohan is now the law of land and has to be implemented along with catch up rule judgements
If ITI is going to be Group "B" post as mentioned in the draft RR then is there any benefit for the Inspector Cadre?
Historically ITIs were recruited and posted region wise but now-a-days those who are qualified SSC Exam and joined the Department as Inspectors or Tax Assistant are getting all India merrit list as well as all India posting as per their choice and rank in merrit list. So, now all India transfer is natural phenomena not demand.
If ITI goes in group B, ratio for promotion in the cadre of ITO will be 1:1 instead of 1:2 for direct and promotee ITI

Its not true. ITO post is recruited through promtion only, on the basis of seniority list of ITI which is fixed on prevalent norms. Rather, the post of ITI may be recruited from direct recruitment & promotion in 1:1 ratio. However, as per draft RR it is proposed to be recruited in the 1:2 ratio as earlier.
After entering in group B, direct iti will go in cat and arrange 1:1 ratio easily

It seems new recruitment rules will be introduced in 2030 so that so many existing stenographers and so many stenographers to join in future may become inspectors thanks to 25% quota. Very unfortunate!!!! That's why India is where it is.
Another black magic is glitter in the horizon in the horizon. Perhaps worst in the history of the deptt. Direct ITI of 2010-11 now claiming seniority of 2009-10. Some of them perhaps have not completed graduation at that time. A day wl come when promotees wl be thrown in the garbage for their last breathe. Wake up dear colleagues or we have to eat humble pie.
It is learnt that ITGOA Mumbai is pressurizing some inspectors of Mumbai who have filed case in CAT for there seniority, to withdraw case or give consent for vacating stay on promotion imposed by CAT for inspectors of batch 2008-09 onwards.
This is totally unfair and I would like to say to aggrieved inspectors that dont bow down to such selfish people. If you give consent to withdraw stay on promotion, they will become casual and your case will not be disposed off for 3-4 year until you become eligible for promotion as per current disputed seniority list.
In this case, ITGOA Mumbai should put pressure on CAT or administration to speed up the hearings for quick disposal.
