ITEF's recent circular : Diversion of posts to Bengal circle ?

ITEF published circular regarding discussions took place in the Central Working Committee meeting held in Delhi on 1st of this month.
Some key points of this discussion are :
"All the members participated in the discussion were in unison in echoing the situation and urged the Secretariat to find out proper formula including diversion of some posts to help the Circles where the career progression and aspiration of the members are in danger and also to ensure that no future reductions, as envisaged by the Authorities are allowed to take place.  They assured full support and also appealed to the leaders of such Circles to desist from taking any action which may weaken the unity of the organisation.  Responding to the mass appeal, the leaders assured their continued functioning to strengthen the organisation and address the crises together."
"The house was also informed that the Secretary (Revenue) has already directed the DG (HRD) ,IFU and Department of Expenditure to expedite the clearance of the pending projects of ITDepartment viz. 6 Air Conditioners per Range, Mobile handsets to all personnel, laptops to Inspectors, Increase in the local travel expenses to IIT and NS, Fixation benefit on promotion in the same grade pay Posts, advance increment to Sr. TA/Stgr and immediate clearance of all pending medical claims etc. among other things."

Central JCA's resolution against post cut in WB

"A Central JCA meeting was convened on 02-06-2014 at New Delhi. The issue of anomalous distribution of posts among different CCA regions was discussed at length and the house expressed its displeasure in the decision of phasing out of 1633 posts in different cadres fromWest Bengal & Sikkim Region to other regions and unanimously opined to ask the Hon’ble Chairman, CBDT, to reconsider the said decision and undo the said phasing out of 1633 posts from West Bengal & Sikkim Region."

Hyderabad CAT suspends ITI Promotion Order

CAT Hyderabad issued an an interim order dated 09.06.2014 in the following effect :
"...we direct the respondents to follow the instruction in F. No. A-11013/2/2013-AD VII Dt. 31.05.13(page 36, annexure VII).....for promotion in the post of Executive Assistant and Inspectors in the DPC to be held today (9/6/14) or any subsequent date.

But completely ignoring the order, Dept conducted DPC on the same day (09/06/14) and issued promotion order without any delay on 9/6/14 for the post of Inspectors.
After this, CAT Hyderabad Bench suspended the above promotion order by it's ruling on 12.06.2014.

Chairman's programme in Kolkata canelled, ITOs' Exam. on 18th July

It is known from sources that scheduled inauguration of DTRTI building in Kolkata by Chairman CBDT on 13th June 2014 got cancelled.
JCA, West Bengal unit was all set to boycott the programme and show demonstration in front of Chairman. It may be assumed that after getting feedback from Pr CCIT Kolkata about the proposed agitation,  CBDT avoided embarrassment and possible untoward incident.
Departmental Examination
The dept. exam of paper IV of ITO for DE 2014 will be reconducted on 18.07.2014. This paper was earlier postponed due to allegation of leakage of question paper.

Central JCA submitted 11 point charter of demand

"The Central JCA, in its meeting held on 02-06-2014 at New Delhi thread-barely discussed the issues/ problems remaining unresolved at the apex level for a long time and it appears that no sincere or discernible efforts have been taken by the Board to resolve these issues. The meeting further took stock of the situation in view of such long pending issues and rising resentment among the rank and file of its members. The meeting, therefore, chalked out an 11-point charter of demands concerning the welfare and career of its members for their immediate settlement by the Board to avoid any future industrial unrest in the Department. The said charter of demand is enclosed with this letter with the expectation that the Chairman, will sincerely address the issues on a priority basis within a reasonable period of time so as to avoid unpleasant situation in the department. "
