Suspension of agitation to be continued for indefinite period

Central JCA on it's meeting on 31st January 2016 decided to continue the suspension of agitation "for some more time making way for the CBDT for final settlement of both these issues."
The issues are notification of RR and ITO to ACIT promotion.

General members of ITGOA and ITEF are fed up with this routine agitation game every year. It usually starts at the lean period with stoppage of statistical reports, then intensifies with non participation in search/surveys, occasional one day strike and finally withdrawn without achieving anything. It may be noticed that JCA never call for any agitation/non cooperation during Jan to March as it may hamper some corrupt officer / officials' personal vested interest. CBDT feels comfortable as this game does not affect collection an any way as in the crucial hours of the last quarter, there is absolute peace in the department.
We will look forward for further agitation (!) , probably after April/May 2016.

ITGOA Circular dated 25.01.2016

At last ITGOA took the pain to inform the members about the situation. The division of ITGOA could not be kept under cover and the leadership had to  admit it.
"But it has to be pointed out that the same tune and texture of harmony has not been prevailing among the entire cross‐section of its members across the country, at least in the issue of implementation of NRP Judgment and the promotions in the cadre of ACIT"

ITGOA committee analyzed NRP implementation, forms committee to examine Rajiv Mohan case

NRP implementation in Gujarat region
A detailed note on revised seniority list of Gujarat after NRP implementation has been prepared by the entrusted committee of ITGOA. In this report committee observed wrong and improper implementation of NRP judgement in Gujarat region.As per the report, "excess promotion at least to the extent of 47 (192‐145) have been wrongly done in the review DPC for the vacancy year 2000‐2001." in Gujarat region.

Rajiv Mohan Committee
"The 43rd BGM, Guwahati, had decided to form a separate Committee to study the effect of ‘Rajiv Mohan case’ in the seniority of the officers in the cadre of Inspectors of Income Tax. The house also unanimously decided to nominate Com. Amitava Dey, Vice President, CHQ, as the Chairman of the said Committee. The job was primarily allotted to the Committee formed to supervise the speedy and uniform implementation of NRP Judgement across all 18 regions, headed by Com. V.M. Jayadevan. Adhering to the decision of the BGM, a new Committee is formed under the Chairmanship of Com. Amitava Dey, Vice President, CHQ, to study the effect of ‘Rajiv Mohan case’ in the seniority of the officers in the cadre of Inspectors of Income Tax and submit a report to the CHQ. The other members of the committee will be decided by the Chairman of the Committee in consultation with the Units. "

No agitation but JCA begs for Personnel Grievance Redressal Committee meeting

Now JCA begs in front of Member (P&V), CBDT to convene PGRC meeting to redress the problems. The meeting which is scheduled once in every month but did not take place in the last seven months. The importance of the said meeting can be easily understood by this.
JCA also took the pain to suggest the agenda items for the desired meeting. The same old historic grievances like laptops, increase of petrol allowances, phasing out of 1633 posts from WB region etc. have been suggested for discussion alongwith the burning issue of ITO to ACIT promotion.
Let us see whether CBDT consider the meeting at all !

ITO to ACIT : CBDT directs Pr CCIT, Ahmedabad to take legal course to remove obstacles for DPC

CBDT directed Pr CCIT Ahmedabad to file caveat in respective CAT / High Court against any possible stay in the DPC process for the promotion from ITO to ACIT for the year 2014-15.
