Will the agitation be relaunched ?

After two weeks, nothing seems to be positive regarding charter of demands. JCA (read ITGOA because the other sleeping partner has nothing to say of it's own) could not achieve anything. Rumours in the air that even the 180 promotions for the R.Y. 2014-15 is still uncertain. Better not to discuss about 2015-16 and 2016-17.
As per JCA's letter to the Chairman dated 1.12.2015, the stay order of Ernakulam CAT was still in force on that day. While the case was heard on 11.11.15 and judgement kept reserved, what compelled  JCA to pursue it after 20 days ? Nobody to answer,
ITGOA seems to be busy with preparation of BGM, scheduled in Guwahati later this month. As per sources the promotion process may be stalled citing pendency of NRP implementation all over the country in the case of ITOs. One region in Western India has completed this exercise and wants the promotion on revised all India seniority list which may be beneficial for them. This issue may be a deciding factor in the coming election of ITGOA central committee.
JCA to meet tomorrow (10/12) to decide further course of action.

Let's see whether JCA decides to relaunch it's agitation (which must loose it's shine after long interval) or keep on dilatory tactics like before.

JCA asked CBDT to get Ernakulam CAT stay order vacated

In a letter written to Chairperson, CBDT on 1st December, JCA asked immediate intervention of CBDT to get the stay of Ernakulam CAT vacated to ensure DPC for the promotion of ITO to ACIT. 
The verdict of the above mentioned case kept reserved. As per the letter, CBDT must ensure of early pronouncement of CAT order or move High Court to get the stay vacated.
As per the letter, CBDT forwarded proposal of promotion of all ITOs promoted till 2003-04 to Revenue Secretary.

CBDT offered one time relaxation for promotion to Sr T.A

CBDT issued order for one time relaxation in the recruitment rules for promotion to the post of Sr. T.A from Tax Assistants for the vacancy year 2016-17.
Vide this O.M., a relaxation from 3 years to 2 years in the regular service rendered will be considered as eligibility criteria for promotion to the post of Sr. T.A. for the vacancy year 2016-17.

JCA issued circular regarding suspension of Agitation and protest against derogatory recommendations of the 7th CPC

Suspension of agitation to continue for two more weeks.
"Central JCA has decided to allow some more time to the CBDT enabling them to settle the issues and accordingly it was decided to suspend the agitation for another 2(two) weeks. It was also decided that if no settlement comes in-between, the JCA will be re-launching the programme of agitation immediately."

Regarding promotion to ACIT
"The proposal for 180 promotions in the cadre of ACIT against the vacancies of the R.Y. 2014-15 has been sent to the UPSC. The objections raised by the UPSC in the said proposal are addressed and the proposal was finally been accepted by the UPSC on 23-11-2015. The verdict of the Court Case pending before the Ernakulam CAT is expected to be pronounced by the end of this week and the UPSC is supposed to give the date of DPC after that."
