CBDT informed by a letter yesterday that 180 promotions to the post of ACIT for panel year 2014-15 to be submitted today to UPSC.
Similar exercise for 180 more posts to be done for the panel year 2015-16 has been commenced and to be submitted to UPSC shortly.
A meeting with Revenue Secretary and JCA to be held on 3rd November to address the issues relating to stagnation of ITOs.
No reference has been made regarding the other issues of the five point charter of demands in the said letter.
It is evident with the developments stated above, nothing could have been achieved so far. CBDT was always ready to effect promotion in the tune of 180 per panel year and they did not commit anything more. No other demands have been addressed yet. Still the leadership took this opportunity to escape and probably going to suspend the agitation.

Shameless JCA people. The proposal for RY 2015-16 will be sent only after November 2016. Is JCA agree to the 180 per year proposal of the Board?

It has been the stand of JCA that the promotion should be based on actual vacancy and not on no. of direct recuit IRS. What happened to that stand?

Board will send proposal of promotion from ITO to ACIT today. It means promotion of ITO to ACIT will be without NRP implementation.
All are thinking about ACIT promotions what about other demands of ITEF. Even not a single demand like one time relaxation is achieved. Sameless ITEF, only ITEF shows their power against employees only.

What about RY 2013-14 1/5th share of CR 135 ACIT promotions? Why ITGOA silent on this issue? Are they accept the CBDT's stand? Till now members expected 135 + 135 + 135 of RY 2013-14, 2014-15 and 2015-16 CR installment posts and 2014-15 and 2015-16 retirement and normal promotion vacancies?
If the CHQ is asking for the opinion of the state units without any of the demands being considered let alone met, then why was the agitation called at all? ?????

I don't agree with the concept of begging for promotion to the post of AC IT. If we have guts, why don't we write UPSC exam and qualify and become CIT or PR CC.In fact we are illeterate and we have created nuisance in the whole country by holding strike.we dream big but do nothing.who has stopped us from writing upsc?
What about the New Recruitment Rules??? It was one of the 5(five) demands of the socalled JCA-
It means they are assuming that cadre restructuring for ACIT cadre taken plAce in R.Y. 2014-15 inspite of 2013-14. This will strengthen the case of inspectors/Sr.TAs in CAT regarding claim of considering the vacancies of cadre restructuring in R.Y. 2014-15 instead of 2013-14. It will bring more direct ITI up in seniority
If nothing is achieved on the issue of vacancy criteria even after RS meeting, ITGOA will lose the battle forever. They mustn't go backward.

What happened to the assurance consistently given by our bi B.B. that we will certainly have some post in R.Y. 2013-14, why they used to make false promises,Board was ready to give this 180 post at the beginning itself why they have wasted 1 year of the members, what we have achieved from 48 days long agitation.

It is heard proposal was sent to upsc, but due to some discrepancies, will b re-submitted tomorrow after correcrion.

No it will be sent to N R PARMAR first for approval and then to ram jethmalani and subsequently to dawood after which it will be sent to UPSC. Chairman of UPSC is on a one month holiday and likely to join office for only one week in second week of December after which he will again be on leave for Christmas vacation and join in second week of January 2016 by which time budget exercise will start. Hopefully in second week of April 2016 the dpc may be held.
So itgoats please be patient. DPC will take place that is for.sure.

The agitation program may be withdrawn if all the demands are positively addressed by the Board. Otherwise, what is the use of our agitation program for the past one month or so.
Bekar Bhattacharya and Dupak Sarkar are fit enough for eating Rosagullas and not for achieving any thing with the Board.

Why no reply so far ? It looks nobody is aware of the exact or even approximate number of vacancies that can be filled once our demands are agreed upon. including central office bearers , nobody is aware ? what is the hesitation to release the number ? If no number is committed , then later on any achievement (?) can be claimed as successful (!) ? ...
Anyone please complaint to local police station near to cbdt, stating that CR ACIT posts 135+135+135 relating to 3 years are suddenly disappeared and get it back.
Central JCA not yet openly published howmany vacancies are actually there as per rules they are telling to the members. All their actions are kept under suspense including NRP implementation issue .
180-135=45. Only 45 retirement/promotion vacancies for each year as calculated by the CBDT? Certainly we have to complain to the Police Station for the missing ACIT posts.
ITEF is fighting for the benefit of ITGOA nembers like ACIT promotion and NRP issue. What about pending demands of ITEF members such as enhanced Petrol allowance , Laptop issue etc.., It's better to merge ITEF with ITGOA.

we should send our opinion on the issue of agitation through our circles/units, if they are not able to express your opinion and get the action be taken as per your considered view, then friend, it is our fault not the CJCA. Instead of blaming the JCA leadership we should ask the explanation of the circle/unit leadership.
I FULLY SUPPORT THE VIEW THAT TILL THE FULFILMENT OF OUR JUST DEMAND,THE AGITATION SHOULD NOT BE WITHDRAWN.
CBDT has mastered the fine art of pretending to be busy in addressing our problems and grievances, without actually doing anything.
On 15.07.2015, CBDT sent letter to all CCsIT CCA asking for list of all ACsIT posted in each CCA region as on 01.04.2013, 01.04.2014 and 01.04.2015. The Board is the one which conducts AGT from the rank of ACIT onwards. AGT was conducted in 2013, 2014 and 2015 also. Then, how can the Board not have any data on the number of ACsIT posted CCA wise? What was the actual intention of sending such a letter?
On 03.09.2015 and 17.09.2015, Board asked for sanctioned strength and working strength from each CCA region. So, our Board is not even aware of its total sanctioned strength and need the data from field formation!
CBDT does not have data on Gr. B & Gr. C. It does not have list of ACsIT. But it is ready when it comes to promotion from CC to Pr. CC, CIT to Pr. CIT, Addl CIT to CIT.
On 15.10.2015, CBDT asked for the list of ITOs with revised seniority as per NR Parmar judgment. Everyone knows that the list is far from ready. So, how many list did the Board receive in compliance to its direction? Board subsequently stated that the proposal for promotion of 180 post is being sent to UPSC. Now, if proposal can be sent without that list also, why was it asking the list by return fax?
Somewhere it was mentioned that the post of ACs may be increased and for that the RS has to execute his powers. On the other hand, Board reiterates that not more than 180 promotions can be given for each year. So, how is the increase in ACIT posts, if it ever happens, going to solve the stagnation at ITO level and percolate down to Inspectors, Sr. T.A.s, T.A.s etc.?
Can anyone explain how promotion at lower level eat into any of the benefits at upper level? Then, why is such stonewalling by CBDT when it comes to promotion at lower levels?

With the dismissal of review petition of cbdt in October by supreme Court correctly NRP can never be implemented and all the seniority list wrongly and illegally revised at the behest of certain selfish itgoats should now be re revised as per rajeev mohan judgement .
