A meeting held with Chairperson on 20th Oct'15 regarding the ongoing agitation. The minutes published by HRD available on ITGOA website. The salient features of the meeting is detailed below.
1. Regarding ITO to ACIT promotion - CBDT discussed the issue with Revenue Secretary. He desired a total scenario of career prospects in all cadres including ITO which will be presented before him shortly and thereafter CBDT will try to arrange a meeting of JCA with Revenue Secy within first week of Nov. Revenue Secy. desired immediate withdrawal of agitation , on which JCA wanted time to discuss.
On the other issues, no significant development or concrete assurance was made available from the board.

Can anyone elaborate, which kind of relaxation has been proposed by JCA in the meeting?
The board has worked the minutes in a window dressing manner. Nothing concrete has been offered. The JCA should not fall in the trap of the board. Agitation should continue till something tangible is offered
Thus is bull shit meeting. IAS looks down upon IPS leave aside direct IRS. SO where do these promotee IRS stand.
Corrupted and selfish elements within ITGOA hq dreaming to become add. Cit or cit someday ( so that they can boss over promotee inspectors and itos) - so selfish these itgoas are that they take support of promotee itis or promotee itis for strike and agitation and then back stabb te careers of promotee itis and itos by becoming foster sons of PARMAR
CBDT officials as well as revenue secretary should ensure total impartial approach towards fixation of seniority and now that rajeev mohan is now the law of the land it must be implemented immediately and revised seniority list as per rajeev mohan supreme Court decision be published immediately. Till then CBDT AND UPSC should not conduct the dpc for ITO TO ACIT.
All affected parties should make UPSC CHAIRMAN party in the case of fixation of seniority.
ITGOA in any case is on the verge of extinction.

Dont get confused over rajiv mohan. Rajiv Mohan judgement is only for Direct Inspectors. If u are direct then you can claim Rajiv Mohan.

RAJIV MOHAN CASE IS FOR A PARTICULAR PERSON I.E RAJIV MOHAN ONLY AND NOT ALL. NR PARMAR IS A DIFFERENT ISSUE. NRP AND RAJIV MOHAN IS CONTRADICTORY. CBDT SHOULD IGNORE THE RAJIV MOHAN CASE AND SHOULD CONDUCT DPC IMMEDIATELY.

Dear chief justice sir please do not misguide NRP is a different case and not even applicable to virendra gupta.
Supreme Court is correct by agreeing to gujarat high court decision in case of NRP and correctly stated that DRs will get seniority from date of joining only.
So please do not spread false rumours.
CBDT is uder obligation to review and revise seniority list as per rajeev mohan and no back dated seniority or dual seniority can be given to any Dr.
rajeev mohan is now the law of the land and cbdt has to implement it

The CBDT is using the name of RS to brake our agitation, why the leaders are afraid of facing the RS. better they should avail this opportunity and tell the RS about the highhandness of the Board, RS himself will realise, CBDT has no explanation for inordinate delay in conducting DPC for ACIT promotion as the DPC for F.Y 2014-15 is delayed by 19 months whereas DPC for IRS promotion are being made on advance basis and even by relaxing the norms, JCA is not responsible for this, let the RS called the explanation from Chairperson and Member (P).
The issue of holding the DPC for existing vacancy of ACIT was not discussed in the meeting,why the our leader kept mum. The lollypop offered was not a part of Charter of demand of JCA , the chareter of Demand is Promotion against existing vacancy, which should be the main Agenda of Meeting,the DG(HRD) has assured that the proposal for 180 post will be immediately,and next proposal for 180 promotions will be sent in one month, but 2 months are passed and the progress is nil, and this was not discussed in the meeting with CBDT .The offer given by CBDT is just for diverting the main issues that they do not want to resolve, we should stick to our Charter of Demand. The agitation should no be withdrawn unless the proposal for 180 promotion is sent to UPSC, and for next 180 promotions process is started for other demand also a written and time bound assurance must be given by the CBDT.
Next one year no DPC ITO TO ACIT till rajeev mohan is implemented
Rajiv Mohan case is set asided. There is no use of Rajiv Mohan Case as far as NRP is exist. NRP is already finished. Once again settled seniority can not be revised.
U r not chief justice my dear. Prior to N R PARMAR the seniority was settled then how it got revised. On similar lines rajeev mohan judgement is law of land and should be implemented.
Seniority revised as per rajeev mohan will be te final one.
Direct recruits will get seniority from the date of actual joining. That is the final law of the land.
