ITEF Central Hqr. issued a circular today regarding various issues including filling up or additional posts, Recruitment Rules,
diversion of posts, memorandum to 7th CPC etc.
Following are the salient features :
Cadre Restructuring and filling up of posts.
"We hope by this time in all Circles the process of filling up of Addtiionaly allotted posts of Cadre Restructuring including consequential vacancies for the RY 2013-14 in the cadres of Group B & C would have taken place. In any Charge, if this has not been completed or only partly done, the same may be intimated to the CHQ with reasons for the delay for taking up the matter with the Board for further necessary instructions. As informed in the CWC meeting held on 1st June, 2014, the RRs for all group B & C cadres have been finalized and submitted to the Secretary (Revenue)for approval. The same will be submitted to the Department of Personnel for its approval. The CHQ is pursuing the matter for its early clearance. The instructions for conducting the DPCs for the RY 2014-15 will be issued only after approval of the RR. In the event of delay in getting the RRs approved, alternative ways will be explored for filling up of the posts for RY 2014-15."
Diversion of Cadre Restructuring posts.
A formula has been prepared to divert some posts to deficient circles. As per the formula, only 18 posts of ITO and 170 posts of Inspectors may be diverted from one charge to another. (It may be mentioned that while CBDT did not consider ITEF proposal before allocation of posts, it is really surprising that the leaders expect that CBDT will dance in their tune now !)

OS cadre, steno cadre gr-1 are not filling. Can ITEF strongly insist all CCITs to give promotions in the form of vacancies arisen in the old RR?
the Central Hq of ITEF think that seat arises due to consequental promotion will be given in the R.Y 2013-14. But there subordinate ITEF, jaipur view is total opposite of ITEF, CHQ as ITEF,Jaipur is not making any protest to Pr.CCIT(CCA), Jaipur to give consequental promotion. THIS MEANS THAT SOMEONE MAKING US FOOL,
What will be the instruction for 2014-15 dpc?
It might be "baba ji ka thullu" which will be purposed ITEF , Chq
Jaipur itef feel the immotion of staff and follow the itef Chq for the welfare of staff.

Suggestion –
1.ITEF should propose to CBDT that the region where eligible candidate could not be promoted due to short allocation of additional post may be given option to the region where surplus seat exists and could not be filled up due to unavailability of eligible candidates.
The aggrieved eligible candidate want to opt the region and get transferred to that region where seats created after restructuring are not fulfilled by that region.
The CBDT should clarify whether consequential posts arising in the cadre of ITI (on promotion to ITO) falls under R.Y.2013-14 or 2014-15. As per ITEF's present circular, the consequential posts fall under R.Y.2013-14. But it seems that nowhere the consequential posts are filled in R.Y.2013-14. Now it is high time to pressurise the CBDT to issue instruction with regard to consequential posts for R.Y.2013-14.
It is not at all acceptable that some of the posts of CR are filled in as per old RRs and some are as per new RRs. Uniformity shold be maintained in respect of all the posts arised out of CR.
But who will care ? CBDT or ITEF. Both are saving their skin. S.G. of ITEF is promising unrealistic proposals. The future is not good in the hands of somr of our leadets. They r playing politics to each othrts n ee the employees loosing our chances to get timely ptomotions. Only GOD can save us

One more game plan of central HQ ITEF with consultation with other comrades who were mere spectator while the biased core committee under the influence of sly and bad administrator deprived only one region (WB region).Now they are trying to pacify the members.It should not be forgotten that Inspectors and TAs recruited through SSC are being posted on all India basis. Therefore, they should not be deprived of promotion only because of regional allocation of posts. The matter should be brought to the notice of responsible officer in charge and new revenue Secretary.
What the CBDT is doing?. Are the members and responsible officers enjoying the game of ITEF? Please re-visit the CR and act impartially and allocate the excess posts of ITO and ITI to the region who are deprived earlier. Otherwise, there will be total ciaos in the Deptt. judicial interference may come into force.
ITEF lost its existence. So iTEF want to take revenge from its members. CBDT is GOD. He should not listen to useless proposals.
In the view of the recruitment process for consequential vacancies arised due to promotion as ito, the said vacancy should be fall in the same vacancy year i.e. R.Y. 2013-14 vide dopt om dated 06/10/1999 & 08/09/1998. but itef leader is sleeping. admin is tossing ball in the every region. other 25% quota for steno is not in the rules, this is the cbdt guidelines, the same may be changed if candidates are available. please wake up itef central hq. thanks
Yes, it is true that the consequential posts fall in R.Y.2013-14 only. But why the senior most officers of the Department are realised and taking further course of action, I do not know. Even CBDT can clarify in this regard and direct the CCs to take further action to conduct DPCs for consequential posts. At least ITEF can move this before the CBDT to issue clarification. The Central H.Qrs, ITEF know that nowhere the consequential posts are filled up. But how can they write that they hope in all the charges the news posts including consequential posts are filled up by this time. Everyone knows that the consequential posts have not been filled up. Then they can do something on it and they can negotiate with the Board to fill up those vacancies immediately. Do the needful immediately.
There is no question of ignoring the previous service for promotion, if the transfer is in the same department and for the same post although the previous service not counted for seniority in the new region. Board should change its decision regarding inter-charge transfer case for the betterment of the deprived group in odisha region.
Don't throw only dialogue itef. Staff want to do the same as you have written to Zone itef. The leaders of itef Chq know every condition of dpc of every zone. Please don't make us fool and work as per own statement and negotiate with Admin for conducting of doc of consequencal post. Thanks
Lucknow charge is deficient charge, therefore iti posts should be diverted to lucknow for promoting eligible ministerial staff which are large in number.
the vacancy year is 2014-15 only for all the consequential posts. how they can be filled up for r.y 2013-14 when the posts are not available and vacant. if these promotions are filled up for the r.y 2013-14, it will unnecessarily invite a lot of cases before the tribunal. that is why, no head has taken this type of risk. this is not the time for Pr.CCIT to show their heroism on this matter.board and unions all are in deep sleep. it is very shame to say that even after getting approval for CR, it has taken a lot of time to implement that too with disputes.
Itef is cheating the members itef knows that no consequential promotion made in any charge .now there no benefits if prompted in july . We member of itef raise and teach lesson to so called leaders

It is wrong to say that consequential post to be filed against 13-14 .These are for 14-15. So do not misguide. These post do not rise against regular DPC. Vacancy yr is 2014-15. How can it be taken to 13-14.pl implement new rules for 14-15 and divert balance post for ssc so intelligent people join instead of giving relaxation to others
Some federations are insisting on new RRs which provide 3 years qualifying service as EA for ITA. New RR is nothing but only to debar TAs from promotion to ITI.
Moreover, New RR for EA (OS+StenoI) and (Sr. TA +Steno 2)are merged. Then a Ministerial candidate will also be promoted to PS. What a foresight???
All vacancies related to CR, either by additional or by consequential should be filled in R.Y 2013-14. How some vacancies of CR is for 2013-14 and some are for 2014-15. Donot create useless ligitations.
Lucknow charge is deficient charge. So, kindly favour this charge to get more posts for iti as per new redistribution list prepared by itef

The entire cadre restructure posts were granted purely and finally got only with the drastic decission taken by Mr.Chidambaram but not by the ITEF. In the year 2000, we promissed the FM that we will reach a target of 10 times than our strength of employees if number of posts were increased. At that time also Chidambaram has approved this. From the year 2000, 2006 and 2013, we got additional manpower. It is not just we got. As we reached the budget by March 2013 ie 6,38,00,000 crores.By showing this achievement, we got sanction from chidambaram. That means, we have to reach the goal. For this how many states have struggled. Every one know, that Kolkatta is another Marutious to diver black money into white. What the kolkatta ITEF or ITGOA have put effort in reaching the budget target though they have captured the maximum posts from other states in the year 2000 and 2006. Nothing. Now, since they could not get approval from chidambaram, now trying to get posts from back door by dictating terms without looking back that why they have lost posts in the cadre restructure. There are brilliant IRS officers at Kolkatta like Sujit kumar, etc but because of ITEF and ITGOA are not putting effort, it is loosing the target. Avoid communist mentality and have chineese mind set or japaneese mind set.
What are the ITGOA leadership doing .The first posts which were to be filled as per the promise of Shri Chidambaram as alleged by the ITGOA leadership was of ITO to ACIT . However till date all other promotions has been given including arising out of cadre restructuring but even the regular post of 2013-14 in the cadre of ACIT has not been filled.The UPSC is acting in connivance with IRS Association to deliberately delay the promotion on the pretext of objection letters received from some individual officers which does not have any sanctity.Will ITGOA under the new leadership awake and raise the matter before the New FM. He should be apprised that merely by appointing Principal CCITs the work of attaining targets shall not be met.Moreover its grave discrimination that one set of officers are not given their just promotion even after so many years of service when others are promoted faster. All the ITOs of 2001 batch should resign from ITGOA as it does not enjoy the confidence of its members and also examine possibility of filing writ against the right of denial of equal opportunity.ITGOA is not going to do anything for us.
As per diversion of posts that demanding 32 iti post of lucknow by itef but un-fortunately the 20 seats has already been vacated and given the explain that the ratio of 3:1 has been maintained, so that i want to say that no need to divert the post
In my opinion promotion order for the post of ITI should be cancelled.Firstly all o.s., Sr. TA's and steno-I should have been made executive assistant and then promotion order for the post of ITI should have been
passed.
i like one of the comments given by such dear friends that wb region has not collected revenue according to their strength that why they didnt get vacancies in CR. try to enhance the revenue. compare the collection from other charges not with the amount besides size of charge and potential of charge. but i said to my friends in wb region dont loose hope dukh ke bad sukh he ata hai. yahi prakati ka niyam hai. ache din ayege. so dont lose hope.

Promotion order for the post of ITI due to CR should be cancelled immediately . Let all OS,Sr.TA' and Steno-I be promoted to the post of Executive Assistant and then promotion be given as per recruitment rule. Ignoring EA position at this juncture is totally wrong decision of the Board Members. They should realise their mistake in this case also should think several times before passing any order further because one wrong step demoralises many.
We have been blaming the ITEF/ITGOA for the last many days for the problems we are facing in the department due to improper allocation of the benefits of Cadre restructuring.In the bargain we are sparing the real persons responsible for these problems who with ulterior motives makes decisions and creates problems for us.The IRS association had always had a one point programme ie a non IRS officer even if he joins as a direct Inspector should not get his promotion to Group A till he is old enough to retire in a few years and can never be in a supervisory post of JCIT or be there only for a few years and be given nominal postings . They also ensure that our promotee officers do not get postiong in the main cities .Will the Association members bring to the notice of the PM and FM the problems faced due to apathy of the CBDT controlled by IRS Association.Have we to approach the Courts for all our just demands.
