JCA to meet today to decide agitation programme including strike

Update on agitation from ITGOA
" ITGOA proposes to initiate the continuous programme of Agitation from the 2nd week of September, 2015 and the one-day Strike action in the month of October, 2015. The Central JCA has decided to convene an emergent meeting on 24-08-2015 at New Delhi to decide upon the date of Strike and other programmes of agitation in perseverance of our demands. Lunch Hour Demonstration will be held on 25-08-2015 before all Pr. CCIT (CCA) and other CCIT/CIT offices under the banner of JCA to adopt the resolution of non-cooperation/agitation including the Strike action and the same will be submitted to the CBDT on the same day."
Regarding All India Strike on 2nd September
"... the Central Trade Unions in the country have decided to organize yet another one day strike on 2nd September, 2015."
"The Income tax Employees Federation, our partner in the Joint Council of Action (JCA) has served the strike notice and is mobilizing their members to take part in this historic action. The ITEF had been able to register cent per cent participation of its members in the past in such actions. ITEF has also invited ITGOA to join hands in making the Strike call a grand success. ITGOA has the proud and magnificent record of taking part in such general actions in the past and align itself with the working people of the country. In that background and in deference to the CCGGOO decision, we appeal to all the ITGOA Units to extend solidarity support by participating in the Strike action on 02-09-2015. I also appeal our Units to take part jointly with the ITEF in all mobilization campaigns for the success of the Strike action."

It is evident from the above circular from ITGOA that they did not serve any such strike notice like ITEF and will extend solidarity support only. It implies that no consequential penal action for strike, if any, will not be applicable for their members.
In the other hand they are planning for another strike under the banner of JCA for the five point programme which is mainly for their interest, ITO to ACIT promotion. It may be argued that it will open consequential promotion avenue in the lower cadres also, but that may be applicable to all promotions in the department. Will they fight for CIT to Pr CIT/Pr CIT to CCIT etc. promotions also ?
Now it is to be watched carefully whether ITEF will extend only solidarity support to ITGOA's strike call which is for their immediate benefit ?

JCA gives ultimatum of a week, otherwise will start agitation with lunch hour demonstration

Ultimatum to Chairperson CBDT :
"The meeting of the Central JCA is of the opinion that the Board shall give due importance to the problems that are being faced by the members. We would request you to take appropriate action on priority basis on the aforesaid issues within a week’s time so that  the overwhelming agony and frustration of the entire membership do not lead the JCA into the path of agitation."
A 5(five) point charter of demands has been prepared as below:
 I) Promotions in the cadre of ACIT, for all regular and CRC vacancies and upto the R.Y.2015-16, are to be given immediately. Conducting DPCs for R.Y. 2015-16 in all cadres by the respective Pr. CCsIT are to be given by 31st of August. 
II) Provide Infrastructure facility to all Officers and officials i.e. ample space with modern furniture, Computers with nodes, etc.
 III) Steps to be taken to fill up all vacant posts immediately to stop outsourcing of regular office work/data entry work.
 IV) To regularise all Casual/Daily paid workers against MTS posts, who are completing 10 years as on date in our Department. 
V) Finalise and notify all Recruitment Rules of Group B & C officials immediately.
Lunch Hour demonstration on 25.08.2015
"The concern of our members and the compulsion of JCA in taking the path of agitation will be expressed to the Chairperson, CBDT on 17.08.2015 requesting her to settle the issues immediately. In absence of compliance from CBDT, a Lunch Hour Demonstration will be held on 25.08.2015 before all Pr. CCIT(CCA) offices under the banner of JCA to adopt the resolution of non-cooperation. The possible modes of agitation has already been discussed in the MCM of ITGOA and the CWC of ITEF and the JCA meeting dated 12.08.2015 empowered the Presidents/Secretary Generals of ITGOA and ITEF to decide upon the date of commencement and the mode of agitation."

67 DCITs promoted as JCIT on adhoc basis

"The president is pleased to appoint the following officers of Indian Revenue Service to the grade of Joint Commissioner of Income Tax purely on Ad-hoc basis in PB-3 (Rs.15,600-39.100 with GP Rs.7,600) with effect from assumption of charge of the post for a period not exceeding one year. Further, keeping in view the administrative requirement of the Department and sufficient number of vacancies available in all the CCA Regions these officers are retained in their present CCA Regions, till AGT, 2016"

It can be noticed that all promotion in the IRS cadre is taking effect as and when vacancy arises, if necessary in ad hoc basis also. But the same urgency is not seen in case of promotion from ITO to ACIT. Board even could not calculate the actual vacancy position yet.
No news is available regarding the scheduled meeting of JCA of 12th Aug in New Delhi. Neither ITEF nor ITGOA has come out with the outcome or any agitation program yet.

No progress in ACIT promotion : JCA to go for agitation

Despite several assurances by CBDT, no progress is there regarding promotion form ITO to ACIT. As per the association, even the Chairperson's promise of finalizing vacancy position within a week could not yield any fruitful result. The same condition lies about other long pending demands like laptops, mobile phones, increased petrol allowances etc. None of the associations, ITEF or ITGOA could prove themselves effective in negotiating with CBDT.
Now a meeting of JCA is convened tomorrow (12/08/2015) in New Delhi to decide future course of action. As the members are already aggrieved, some face saving measure has to be taken immediately for sake of existence. Let us wait for announcement of some mild agitation like "stop sending statistical reports"/wearing black badges/non cooperation etc. Whether participation in search and survey action will be boycotted ? Let's wait for tomorrow's meeting for the answer.

N R Parmar implementation : CBDT seeks compliance report

"....In the meetings chaired by the DOT (HRD) on 30.03.2015 & 10.04.2015, it was decided that the task of implementation of the N.K. Parmar judgment would be completed by 31,07,2015 and a compliance report sent to this office. Member (MV) has desired that a report in the matter be sent to this office by return post. In case, the work of implementation of the N.R. Parmar judgment has not been completed, reasons for the same may be intimated immediately."

Quarterly Review Meeting of JCA with Chairperson, outcome : A big zero !

The Quarterly Review Meeting of the Joint Council of Action with the Chairperson, CBDT was held on 21-07-2015 at New Delhi.
JCA published the outcome of the meeting. After going through the same, nothing substantial achievement is found. Let us discus a few.
Calculation of vacancies for ACIT promotion :
"The Chairperson directed the DGIT (HRD) and the JS (Admin.) to complete the file work of vacancy calculation within a week’s time and she assured that the Board would take the decision on the number of promotions to be held immediately thereafter." (Tarikh pe tarikh !)
Recruitment Rule : 
Absolutely no development.
Withdrawal of the Order of Diversion of 1633 posts from West Bengal & Sikkim Charge. 
"The committee formed for the purpose needs to be revived and the same would be done and decision will be taken within a period of 3 months.: (That means the committee is presently defunct, What the hell both the secretaries from this region is busy with ?)
New Laptops to AO/PS and Inspectors and replacement of old Laptops.
No good news in this regard too! (whether the announcement made in the ITEF secretarial meeting was merely a gossip ? It was said in that meeting that Laptop for Inspectors got final approval ! Click here for details of ITEF meeting held on 13.07.15)
Increase in the reimbursement of local travel expenses to Inspectors and Notice Servers
"The IFU has sent back the file for obtaining comments from the Pr. Chief Controller of Accounts. The proposal will be resubmitted to the IFU after obtaining the same from Pr. Chief Controller of Accounts." (No advancement in years.)

Laptop for Inspectors approved : ITEF

In the secretariat meeting of ITEF it was informed that the laptop to Inspectors has got the final approval and the modalities and procedure for its purchase and distribution are being worked out by the Board.
Among other discussions a fund raising proposal also introduced. "For properly maintenance of the Manishi Nath Bhawan, the Secretariat decided to create Building Maintenance Fund with collection of Rs.100/- from the members placed in PB-2 and of Rs. 50/- from the members placed in PB-1 And the decision of the Secretariat will be placed before the CWC for approval."
"The Secretariat also decided to protest the videography introduced in the Examination from this year in spite of assurances given by the Member (P&V) to the representatives to the contrary and its immediate stoppage from the next year onward." (No, they did not demand scrapping of invigilators yet !)

CAT Ernakulam Bench stayed promotion of ITOs unless seniority list is re fixed as per NRP

The Honble CAT vide its Interim Order dated 11.06.2015 have directed the UOI not to make any further promotion based on the Final All India Seniority List of ITOs as on 01.01.2009. 
Till now only Ahmedabad, Guwahati and Lucknow charge prepared the revised seniority list of ITOs as per NRP judgement. CBDT asked all other charges to expedite implementation of Parmar judgement so that all India seniority list of ITOs can be prepared for further processing of promotion process of ITOs to ACIT which is long overdue.

ITO to ACIT Promotion : Board seeks urgent report from Pr. CCIT(CCA)s

CBDT asked to send report of the working strength of ACITs in each region as on 01.04.2013, 01.04.2014 and 01.04.2015 to enable them to calculate number of vacancies available for promotion from ITO.
"I am directed to refer to the above mentioned subject and request you to provide a list of Officers working AC1T by name under your charge as on 01.04.2013, 01.04.2014 and 01.04.2015 separately latest by 16th July, 2015 to enable the Board office to reach on correct figures with regard to number of vacancies available in the grade of ACsIT on such Financial Years. Matter may please be treated as Most Urgent as proposal for promotion of ITOs to the grade of ACsIT is already getting delayed."

North West Region prepared seniority list of Inspectors for promotion according to NRP

NWR has prepared and circulated revised tentative seniority list of Inspectors according to prevailing High Court decisions and after implementing N R Parmar judgement of Supreme Court. DPC to the cadre of ITO is going to be convened very soon. Hope the other charges do the exercise in a time bound manner so that promotions may be effected in all charges. And needless to say, promotion to the cadre of ACIT is also depending on the implementation of NRP throughout the country upto a great extent. This promotion can only open the avenue for sub sequential promotion to the lower cadres due to cascading effect.

Board issued clarification about unfilled ITI post from steno quoto

"Some CCA Regions have sought a clarification, whether the Steno quota for promotion to Income Tax !nspector (ITI) which remains unfilled in a particular year, gets merged into a common pool of ITI vacancies for the next vacancy year and is redistributed in the prescribed ratio of 3:1 among Ministerial and steno cadres or, remains earmarked forever for filling up by Steno cadres only.
The issue has been examined. It is clear from a reading of RRs that the vacancy in ITI grade for the relevant vacancy year is to be divided among Ministerial and steno cadres in the prescribed ratio. It is a settled matter that vacancies remaining unfilled after conduction of DPCs, of any year get carried forward and merged with the vacancies arising in the next year. Thus, an unfilled post of Steno quota merges into the common pool of ITI vacancies for the next year, and will be redistributed between the Ministerial and Steno cadres, to be filled in the manner prescribed in the RRs of ITI of 1969, as amended in 1986 and read with CBDT order dated 04.06.2001 and dated 07.03.2005."

Board issued direction to conduct DPC for vacancy year '15-16 as per old RR

The much awaited instruction has just now released'
" DPCs are to be conducted for Group B & C grades (and also for the posts of Pr. Administrative Officer, which is a Group 'A' post) by the Pr. CCsIT for the vacancy year 2015-16. The notification of revised Recruitment Rules for these grades, wherever required, is currently under process. Also, new Recruitment Rules are to be notified for the Executive Assistant grade. All this is likely to take some more time. It would therefore be advisable to conduct DPCs for 2015-16 without awaiting notification of new/revised Recruitment Rules."
"For the 'Executive Assistants(E.A) grade, which has been approved to be created by merger of the grades of OS, Sr.TA & Steno Gr.', the new Recruitment Rules for Executive Assistant cadre Is also not yet notified. Therefore, I am directed to clarify that current Recruitment Rules for the grades of OS. Sr.TA & Steno Gr. I (which would merge into the single cadre of Executive Assistant upon notification of the Recruitment Rules for the latter) may be utilized by DPCs. In other words, DPCs for promotion of Sr. TA to OS, TA to Sr.TA and Steno Gr.II (erstwhile Steno Grade III) to Setno Gr. I are to be conducted. The additional posts created under restructuring have already been distributed among, OS, Sr.TA and Steno Grade-I, vide CBOT letter no HRD/CM/102/10/2014-15/1510 dt. 27.05.2014."
"The DPCs may kindly be conducted by 31.07.2015 in all cadre controlling Regions. The above instructions will be applicable for vacancy year 2015-16. Separate instructions will be issued for vacancy year 2016-17."

JCA broke silence : No headway in meeting with CBDT

The 4th meeting of Personnel Grievance Redressal Committee (PGRC) at apex level was held on 10.6.2015 under the Chairmanship of Member (P&V) CBDT.
Earlier, a meeting with JCA and Member(P) was convened on 09-06-2015. After nearly a week ITGOA and ITEF came out with the outcome of those meetings which practically yielded no result except assurances! Gist of the meetings as available in the associations' websites are being provided below.
Promotion from ITO to ACIT : We have given a detailed account on this issue in our Circular No. 9, dated 29-05-2015 wherein it was stated that the calculation of vacancy for R.Y.s 2013-14, 2014-15 & 2015-16 would be finalized in a meeting with Member (P) and JCA on 8th/9th June, 2015. The meeting was convened on 09-06-2015 and even after a deliberation of more than 2 hours, the official side and JCA could not agree in determining the number of vacancies for the said R.Y.s. The matter was again discussed in the PGRC Meeting on 10-06-2015 and it was decided that the issue would be finalized as early as possible after a discussion between the Chairperson and the Member (P). I would like to mention here that it had been decided that the promotion of 180 officers from ITO to ACIT, as it was done in R.Y. 2013-14, was not sacrosanct and the vacancies would be recalculated as per the guide lines and various O.M.s of DoPT. In all likelihood, the CHQ expects the matter to be finalised within a fortnight.

Return Forms simplified, last date extended

Income Tax Return Forms ITR 1, 2 and 4S Simplified for Convenience of the Tax Payers; 

A New Form ITR 2A Proposed which can be Filed by an Individual or HUF who does not have Capital Gains, Income from Business/Profession or Foreign Asset/Foreign Income; In Form ITR 2 and the New Form ITR 2A, the Main Form will not Contain more than 3 Pages, and other Information will be Captured in the Schedules which will be Required to be filled only if applicable;
As the Software for these Forms is under Preparation, they are likely to be available for e-filing by 3rdweek of june 2015;Time Limit for Filing these Returns is also Proposed to be Extended up to 31.08.2015;
Only  Passport Number, if available, would be required to be given in forms Itr-2 and itr-2A. Details of Foreign Trips or Expenditure thereon are not required to be Furnished.

ITO to ACIT promotion : ball starts rolling

A meeting with CBDT took place on 27th May 2015 regarding calculation of vacancies for the promotion of ACIT. 
It  was decided in the meeting that recalculation of vacancies for R.Y. 2013-14, and calculation of exact vacancies for R.Y 2014-15 and '15-'16 will be done very shortly by HRD and AD VI and the same will be finalized by 8th or 9th June 2015 in a meeting between Member (P) and JCA. Needless to mention that promotion in the post of ACIT will open opportunities for consequential promotion in the lower cadres.

Implementation of Parmar judgement to be finished by 31.07.2015 - HRD

Training of officers / officials in new Income Tax Business Application

As the department is going to roll out a new environment of computer application from the existing ITD Application, exhaustive training is proposed in the new ITBA.
Nationwide training programme scheduled to commence in this month itself in 40 locations.
For the last few years practically no training in ITD application has been provided to the users by RTI/MSTUs for lack of infrastructure like absence of ITD nodes, RSA Token, module of training software etc. Repeated representations from the users in this regard could not yield any result so far.
Let us hope that extensive and exhaustive training programme in the new application may provide an opportunity for the users to effectively work on the new environment.

JCA on warpath again, lunch hour demonstration on 12/05/15

 Agitation against delay in promotions to ACIT & other related issues
 "In pursuit of the following demands, the Central JCA in the said meeting has unanimously decided to tread a path of Agitation in the form of Lunch hour demonstration on 12.05.2015 in front of the all the Pr. CCIT offices, across the country.
 i) Immediate promotion from ITO to ACIT against the left-out vacancies of R.Y. 2013-14 and the entire vacancies of R.Y.s 2014-15 & 2015-16; 
ii) Immediate finalisation of Recruitment Rules of Gr. B & C employees; 
iii) Immediate filling up of posts of Inspectors lying vacant for want of candidates in one category by promoting the eligible candidates available in other category.

CBDT notified date of departmental exam 2015 for ITO and ITIs. As per the notification dated 23.04.2015, 
The ITO's exam will be from 06/07/2015 to 13/07/2015 (1st Half)
The ITI's exam will be from 06/07/2015 to 10/07/2015 (2nd Half)
Online application to be made between 01/05/2015 and 31/05/2015.
Syllabus will be same as per earlier year (2014)

Update on discussion with Pay Commission and departmental issues from ITEF

ITEF issued a detailed circular regarding discussion with 7th CPC, other departmental issues including departmental examination for the year 2015.
We reproduce the gist of the circular.
Oral evidence before the VII-CPC
On a discussion with seventh CPC JCA urged for same pay scale of ITOs with Officers in the Audit & Accounts Department with a grade pay of Rs 5400 and Inspectors at par with IB and CBI Inspectors. They soufgt similar pay for TAs with other Accounts counterparts and NS with Postal Assistants. As per ITEF CPC has taken "positive and appreciative approach" to all the demands.
Departmental Examination
Departmental Exam for the year is likely to be held in the first half of July
Recruitment Rule
New RR for Ex. Assts. is being delayed by DOPT. DOPT wants a 10 year residency period for the promotion to the new cadre while the association stressed for 3 years. Dept. assured to pre3ss the demand for 3 years to DOPT. 
Association objected any mandatory training programme for promotion in any cadre.
Implementation of NR Parmar Judgement & DoPT Instructions.
"...The true revision as per the spirit of the CBDT instruction to correctly determine the seniority,has to be  the revision from the bottom.  The point was made clear to all and it has been decided to revise the seniority of the cadres where the element of both DR & PR  exists accordingly.  It was also decided that  progress of implementation and revision of seniority list of all such cadres will be monitored by the Authorities every month."

Advance increment for passing ITI Exam : General order issued

The much awaited general instruction from CBDT finally arrived. As informed in this blog earlier that Board was going to issue general instruction for granting two advance increment to Sr T.A.s and Stg Gr I (Erstwhile Stg Gr II in the pre revised 5000-8000 scale) for passing departmental Inspectors' exam.
"....It has been decided by the competent authority to extend the benefit of two advance increments to the cadre of Sr T.As and Stg Gr I (erstwhile Stg Gr II in the pre revised scale of Rs 5000-8000) on passing the departmental exam for Income Tax Inspectors."

It is evident in the order that judgements of different tribunals and court of laws compelled CBDT to issue a general instruction in this regard to avert further litigations. The influence of association is not very prominent in this case though they are already in a self apprising mood !

CBDT issues standard operating procedure of operational vehicle

At last CBDT acted upon misuse of operational vehicle. We have described earlier in this blog how the operational vehicles in this department are actually being used. If any one has missed it, please Click Here for the earlier post.
As per the recent communication to all Pr. CCITs it is clarified that
"The operation vehicles are only for operational needs of the department and are to be used for discharging the various functions under the I.T. Act"
"The operational vehicles are not allocated for individual officer. It is for the operational requirement for the entire Range/Unit"
"It is a duty of Pr CIT/CIT to ensure the pool of such operational vehicle is optimally utilized for the aforesaid purposes."
"The Pr CIT/CIT should also ensure that the logbooks of use of operational vehicles are properly maintained and certified"

Now the question is will there be an end of using these vehicles for personal purpose ? Will the Range / Unit will be able to use them on actual official purpose ? The answer lies with the activity of unions and common employees as now the responsibility of misuse is fixed on specific person.

Advance Increment for passing Inspectors' Exam : Present Status

Confusion is spreading regarding advance passing increment to Sr T.As and Stg Gr I. The present status of the same is described below.
CBDT vide it's order dated 5th March 2015 to all cadre controlling Pr CCITs , stated that as per the recommendation from DOLA, two advance increments to Sr T.A and Stg Gr I may be granted as per various court's order. 
The Board has decided to issue general instruction in this matter soon.
It is implied in the order that till the issuance of any general instruction in this matter, only the cases under litigation and armed with favourable court judgement for the employees concerned, may be disposed with granting advance increments.

ITGOA seeks exemption from bio metric attendance

ITGOA, in a recent letter to Chairperson, CBDT requested to keep them outside the ambit of bio metric attendance system. To strengthen their cause, they have taken together the Inspectors also.
"The officers in the cadres of Income Tax authority i.e. Income Tax Inspectors and above, are bound to carry out out-door duties, almost on regular basis. Among other reasons they referred to time barring assessments, late working hours in office, occasionally working in saturdays, sundays etc.
Except search and survey duties, that too are also performed by non executive employees (though unofficially) all other hazards are common phenomenon for every employee's posted in assessment charges but the promotee officers are silent on this issue. They sought relief only for themselves, the executive cadres.

Budget brings little cheer for taxpayers

Finance Minister Arun Jaitley in his first full-year Budget did not hike income tax exemption limits, as he did last year. However, he hiked the tax exemption limits of some allowances.

Here are the tax proposals in the Union Budget:

1) Limit in deduction on health insurance has been hiked from Rs. 15,000 to Rs. 25,000 to encourage people to take health insurance.

ITEF elected it's new All India Executive Committee in Guwahati conference. As expected and hinted in this blog by the viewers, Mr Ashok Kanojia from Delhi has been elected as President and Mr Rupak Sarkar from West Bengal has been elected as Secretary.
Congratulation to all newly elected executive committee members !
Now secretaries of both the service association, ITGOA and ITEF belong to West Bengal charge. West Bengal , the worst sufferer in cadre restructuring but gallant winner in the union number game ! Is it the reward of unconditional surrender before the other regions ?

All India Conference of ITEF In Guwahati

ITEF is going to organize the All India Conference in Guwahati between 19th and 22nd February 2015. Leaders from all over the country will exchange their views and by meaningful discussions, future roadmap for the welfare of employees are likely to be drawn.
As we are aware that the visiting leaders (approximately 15 per circle, amounting to nearly 250 in number) remain always busy for the benefit of employees, will mostly avail the aerial route to minimize the travel time. Though Guwahati is well connected by rail, delegates prefer air travel to concentrate fully on the conference itself.
Expense for air fare should not be a problem for this organization. For instance, 16 delegates from West Bengal are flying to Guwahati by a private air carrier at the cost of Rs 7000/- (approx) per head for one way journey only. The local unit is collecting subscription from ordinary members to bear the expense partially. As the conference is meant for the welfare of the members, they should come forward and subscribe generously.
It may be mentioned that West bengal is the only region which did not get even a single post of additional ITO in the recent cadre restructuring. But it may be remembered that the organization is on warpath against phasing out of posts from this circle and the national leadership is constantly pursuing for long pending demands like mobile handset, laptop etc.

Interest u/s 234A not to be charged for S.A. tax paid before due date : CBDT clarifies

CBDT has decided no interest under Section 234A is chargeable on the amount of self assessment tax paid by the assessee before the due date of filing of return of income.
As S.A. Tax was not considered as a component of tax to be reduced from the amount on which interest under section 234A of the act is chargeable, interest is being charged on the amount of S.A. tax even if the asssessee has deposited it before the due date of filing of return.
Based on a Supreme Court judgement, CBDT revisited the provision and issued the above mentioned clarification.

ITGOA in favour of immediate DPC for ACIT promotion

ITO to ACIT promotion
ITGOA in it's extended secretarial meeting discussed about the NR Parmar implementation and as it may take more time to implement nationwide, the association is in favour of immediate DPC on existing list provisionally , subject to further modification as per Parmar implementation.
"The Meeting revisited the objections raised by some of our members earlier while conducting DPC from cadre of ITO to ACIT for the R.Y. 2012-13 and 2013-14 without implementing NRP and also, the overwhelming frustration of the entire membership for the inordinate delay in holding DPCs for promotion in the cadre of ACIT. The meeting decided that the promotions on the basis of the existing seniority list subject to further revision as per NRP might be allowed and, at the same time, ITGOA must put all its efforts, region-wise and at all India level, to ensure the implementation of NRP at the earliest ."

Implementation of Parmar case : Revised advisory issued by CBDT

Implementation of the Decision of Hon'ble Supreme Court In the case of NR Parmar (CA No. 7514-7515) and others- Corrigendum to Advisory dated 07.11.2014
CBDT issued corrigendum regarding advisory issued earlier on 07.11.2014. Now they made it clear that the SC verdict will applicable to all Group B and C posts where there is a component of both Direct Recruit and Promotees are present. It means this verdict will be applicable for not only Inspectors but equally vaild for TA, LDC, DEO etc.
Details of requisition made to the recruiting agency for direct recruitment and the applicable recruitment year has also been provided by the board for necessary action at CCIT(CCA) level.
It is once again prescribed a time frame for conduction review DPCs in all regions. All such review DPCs should be completed within 30.01.2015.

Return not to be processed after u/s 143(1) after issuance of scrutiny notice

CBDT clarifies that if an unprocessed return is selected for scrutiny assessment and notice under section 143(2) issued, such return should not be processed u/s 143(1).
This clarification certainly removes the ambiguity of expression under section 143(1D).
